U.S. Census Tracts provides boundaries and 2010 U.S. Census demographic information (plus 2015 population estimate) for the Census tracts within the United States. The boundaries are consistent with the county, state, and block group datasets.
U.S. Census Tracts represents the Census tracts of the United States in the 50 states, the District of Columbia, and Puerto Rico. For this particular dataset, tracts were extracted from the U.S. data that cover the coastal watershed counties in the Mid-Atlantic and Northeast.

The dataset is converted to file geodatabase (FGDB) format using tools in ArcGIS. The geometry is checked, and if needed repaired.
After processing, the data set is checked for drawing display and number of records and file sizes compared with source materials.
Horizontal positional accuracy is dependent on geographic area. In most areas, accuracy is between 5 and 25 meters (16 and 82 feet). In some areas, accuracy is off by up to several tens of meters (100 feet or more). In the poorest areas, accuracy is off by up to 100 meters (328 feet).
"Coastal watershed counties" as defined by NOAA were selected for coastal states from North Carolina to Maine, then Census tracts that fall within these counties were extracted and projected.
The following steps were performed by Esri: Extracted the tract data set from TomTom MultiNet North America Administrative Areas v. 2011.12. Clipped to the coastline with the Data & Maps 10 U.S. States data set. Removed the U.S. Virgin Islands. Added dataset related FIPS fields and calculated their values from the MultiNet field CODE. Attached and formatted the fields from 2010 Census Summary File 1 and Esri Data. Renamed and reordered fields to best match the Data & Maps 10 field names. Added field SQMI and calculated its values projected to Albers Equal Area. Recalculated POP00_SQMI and POP10_SQMI with new SQMI values. Put "-99" values into all number type fields (except SQMI) for records where there were no matches. Converted the data set to SDC. Created ArcGIS® layer file (.lyr), projection file (.prj), and spatial indices.
The following steps were performed by Esri: Deleted the fields POP2000 and POP00_SQMI. Added the field POP2012 and added and calculated the field POP12_SQMI. Converted the data set to SDC.

The following steps were performed by Esri: Deleted the fields POP2013 and POP13_SQMI. Added the field POPULATION (alias POP2014) and added and calculated the field POP_SQMI (alias POP14_SQMI). Placed them just after the FIPS field so that all the 2010 Census fields are together. Put "-99" values into these fields for records where there were no matches. Changed the FIPS codes in the fields CNTY_FIPS, STCOFIPS, and FIPS for the following affected features: 1) Bedford (independent) city, Virginia (51-515) - Changed to town status and added to Bedford County (51-019). 2) Kusilvak Census Area, Alaska (02-158) - Changed code from Wade Hampton Census Area (02-270). 3) Oglala Lakota County, South Dakota (46-102) - Changed code from Shannon County (46-113).

The polygons represent the U.S. Census tracts within the United States. Census tracts are small, relatively permanent statistical subdivisions of a county or equivalent entity that are updated by local participants prior to each decennial census as part of the Census Bureau's Participant Statistical Areas Program. The Census Bureau delineates census tracts in situations where no local participant existed or where other government entities declined to participate. The primary purpose of census tracts is to provide a stable set of geographic units for the presentation of statistical data. Census tracts generally have a population size between 1,200 and 8,000 people, with an optimum size of 4,000 people. Census tract boundaries are delineated with the intention of being maintained over a long time so that statistical comparisons can be made from census to census. Census tracts occasionally are split due to population growth or merged as a result of substantial population decline. Census tract boundaries generally follow visible and identifiable features. They may follow nonvisible legal boundaries, such as minor civil division (MCD) or incorporated place boundaries in some states and situations, to allow for census-tract-to-governmental-unit relationships where the governmental boundaries tend to remain unchanged between censuses. State and county boundaries always are census tract boundaries in the standard census geographic hierarchy. The Census Bureau uses suffixes to help identify census tract changes for comparison purposes. When a census tract is split, the split parts usually retain the basic number but receive different suffixes. Changes to individual census tract boundaries usually do not result in census tract numbering changes. The code range in the 9800s is new for 2010 and is used to specifically identify special land-use census tracts, such as large parks or employment areas. The range of census tracts in the 9900s represents census tracts delineated specifically to cover large bodies of water. This is different from Census 2000 when water-only census tracts were assigned codes of all zeroes (000000); 000000 is no longer used as a census tract code for the 2010 Census.
