To support coastal and ocean planning and other activities pursuant to the Coastal Zone Management Act, Energy Policy Act, Magnuson-Stevens Fishery Conservation and Management Act, National Environmental Policy Act, Rivers and Harbors Act and the Submerged Lands Act.
These polygons are based on points extracted from the Port Facility database maintained by the US Army Corps of Engineers Navigation Data Center. This database contains a list of all facility types (dock, anchorage, etc.) that may be reported as the origin or destination of commercial waterborne vessel moves. Data included is for all facility types that were available for use during the previous two years. For the purposes of the MARCO portal, The Nature Conservancy and Rutgers University filtered the nationwide database to include only those facilities relevant to the four major Mid-Atlantic ports of Virginia, Baltimore, Philadelphia and New York/New Jersey. Facilities that serve primarily fishing boats or recreational craft were also excluded, as were points in open water. The resulting points were then used to select tax parcels from individual cities and counties where those parcels intersected the points. In the case of the ports of Virginia and Baltimore, boundaries of public terminals were received from those respective port authorities and incorporated directly. All data in the Philadelphia area was incorporated directly from the Philly Freight Finder data developed by the Delaware Valley Regional Planning Commission. Attributes were added for ownership type (public, private or military) and general commodity category.
